Though we know it is a very common thing to say "Bless you" when someone sneezes, and we know also that some religions insist on it, but people usually do not say it when that person is a stranger.
Saying "Bless you" to a stranger who just sneezed shows lot of compassion, and who knows.. it might open a door for a conversation that might lead to a friendship.
Wishing someone well after they sneeze is a very kind thing to do. That person who is probably sick or has allergy, or maybe just tired being out all day, will sure appreciate it.
Say "Bless you!" and make eye contact. Simply let them know you care with that one statement.
